Cruise Lines Tighten No Smoking Rules
t appears to be bad news for smokers and good news non-smokers. More and more cruise lines are limiting and eliminating smoking areas on-board their ships. The line-up of mainstream brands includes Carnival, MSC Cruises, Norwegian and Royal Caribbean to mid-scale brands such as Celebrity, Disney, Holland America and Princess.
Several reasons fuel the reasoning for tightening the smoking restrictions ranging from the steady downward spiral of smokers that are kicking the habit, plus the 2006 wake-up call when fire broke out aboard Princess Cruises' Star Princess. In that incident one man lost his life when it was determined by an investigation, someone flicked a lit cigarette over their balcony railing, landing on a balcony below, igniting the furniture and balcony partition. The resulting fire spread to adjacent balconies and destroyed 238 cabins.
Cruise lines find themselves walking a tight rope in the attempt to not alienate smokers and please non-smokers. With most cruise lines having put in place new stringent smoking regulations the penalties range from $250-$500 (cleaning fee) posted to their onboard account all the way to the possibility of disembarkation at the next port of call, depending upon the severity of the violation and the cruise line.
Cruise ships with home ports in the United States have done research and have concluded smoking on a ship is a hazard, whether for reasons of health or safety factors. According to Wikipedia smoking rates in the United States have dropped by half from 1965 to 2006 falling from 42% to 20.8% of adults, with further significant decline to 18 percent by 2012. The cruise lines research also revealed a growing number of passengers would rather not expose their families to second-hand smoke emitted from cigarettes, pipe smoke, cigars, or the recently introduced e-cigarette water vapor.
he following smoking rules with the corresponding cruise lines have been listed below. If a cruising environment that either restricts or accepts smokers is a make or break decision for you cruising enjoyment, make certain to retain a travel agent to insure the right ship and voyage addresses your requirements. Now for our listing of cruise lines and smoking policies.
Azamara ships have designated smoking areas, located on the starboard forward section of the pool deck. The smoking area is clearly marked. For guests' comfort and health, all other areas of the ships are nonsmoking, including public rooms, restaurants, pool decks, staterooms and suites, verandas and halls. A non-smoking policy also applies to all components of the land portions of Azamara Cruisetours, unless specifically stated otherwise by the tour operator. Please note that this policy includes products such as electronic cigarettes.
Carnival - Effective with any sailing departing October 9, 2014 and onward, smoking will NOT be allowed in any stateroom or suite, inclusive of the balcony. Cigarette and E-cigarette smoking will only be permitted in designated exterior open deck areas, as well as our night club, Jazz club and in certain areas within the casino and casino bar. Cigar and pipe smoking will only be allowed in designated exterior open deck areas. An assessment of $250 cleaning and refreshing fee on their Sail & Sign account. Information on this fee is included in Carnival’s ticket contract.
Celebrity ships are designated as non-smoking; however, they state the recognition that some of our guests smoke. Therefore, cigarette, cigar and pipe smoking is permitted in designated outdoor areas of the ship. Smoking is not permitted in any dining venue, casino, theater, lounge, hallway, elevator, or corridor. This policy includes smoking-like products such as electronic cigarettes. Smoking is not permitted inside any stateroom, nor on any stateroom veranda. If you are in violation of this policy, a cleaning fee of $250 USD will be applied to your SeaPass® account and you may be subject to further action pursuant to the "Consequences Section" of the Guest Conduct Policy. Cigarettes, cigars and pipe tobacco must be properly disposed of and never thrown overboard. You must be at least 18 years of age to purchase, possess or use tobacco onboard. Additionally, there is a non-smoking policy on all components of the land tour portion of all Celebrity Cruises Cruisetour products.
Costa Cruises - Smoking cigarettes, cigars and pipes is not permitted on board, except in the “Cigar Lounge” area. Electronic cigarettes may only be used cabins and in the “Cigar Lounge” area. In public areas outdoors smoking is only allowed in specially designated areas that have ashtrays. We would like to remind you that smoking is not permitted in cabins, but only outside on private balconies. To avoid the risk of fire, cigarettes must be extinguished and left in the ashtrays provided and never thrown overboard when they are still lit.
Also on board the ships Costa Mediterranea, Costa Classica, Costa Atlantica and Costa Victoria there are no indoor smoking areas.
Crystal Cruises - Crystal Cruises asks that all guests observe the non-smoking areas on board, which have been created for the comfort and enjoyment of everyone. Indoor smoking is permitted only in the Connoisseur Club smoking lounge. Smoking is prohibited in all other indoor areas of the ship including all other public rooms, lounges, corridors and restaurants, as well as all staterooms, suites and verandahs. Please note, if smoke is detected in a stateroom or suite, a cleaning fee of $250 per incident will be billed to your account. Outdoor smoking is allowed in a limited number of designated spaces as follows: Cigarette smoking (includes Electronic cigarettes) Decks 10, 9 and 8 Aft on Crystal Symphony and Crystal Serenity Deck 11 Aft Crystal Serenity Seahorse pool area, port side only Promenade Deck --------- Cigar & Pipe smoking Decks 10, 9 and 8 Aft on Crystal Symphony and Crystal Serenity Deck 11 Aft Crystal Serenity
Cunard- There are dedicated areas on each ship where you are permitted to smoke*. Smoking is not permitted in any public room (with the exception of Churchill’s Cigar Lounge, which is reserved for cigar and pipe smokers only), inside your cabin or on your cabin balcony.
*Due to weather and/or cleaning process, these locations may change from time to time.

Queen Victoria: Open deck on the starboard side of the promenade deck (deck 3) Open deck on the forward and aft areas of Deck 10
Queen Mary 2: Open deck on the aft of Deck 7 Open deck on the starboard aft side of Deck 8 Inside of G32 (nightclub) Deck 3L on the port side upper level from 6pm each evening or when the weather is inclement
Queen Elizabeth: Open deck on the starboard side of Deck 10 aft of Churchill’s Cigar Lounge Open deck on the starboard side of the promenade deck (deck 3)
Safety Information - All smoking areas will be sign posted as designated smoking areas. It is prohibited to throw cigarette ends or flick ash over the Ship’s side because they can be drawn back into the ship and cause a fire hazard. Please use the receptacles and ashtrays provided and ensure that smoking materials are fully extinguished.
Electronic Cigarettes - Electronic cigarettes, including those which do not emit smoke, are not permitted in public areas but can be used in staterooms, balconies and designated areas of the open deck.
Disney - Disney Cruise Line has never allowed smoking in guest staterooms. Now, in an effort to provide a cruise experience that satisfies both our non-smoking and smoking guests, smoking (including the use of electronic cigarettes) is only permitted in designated areas of the ship.
On the Disney Magic and Disney Wonder, smoking is permitted on:
Outdoors on Deck 4 starboard side from 6 p.m. to 6 a.m. only
The starboard side open-air decks 9 and 10 (excluding the Mickey Pool area).
On the Disney Dream and Disney Fantasy, smoking is permitted on:
Deck 4 port side, aft, the outside Promenade Deck from 6:00 p.m. to 6:00 a.m.
Deck 12 port side, aft, the outdoor area that is accessible through the Meridian Lounge
Deck 13 port side, forward, by Currents Bar
Guests who are found smoking in their staterooms or on their verandahs will be charged a $250 stateroom recovery fee. This fee covers deep cleaning that includes air filter replacement, carpet extraction and the cleaning and replacement of drapes, comforters, blankets and pillows, along with verandah cleaning and maintenance.
Holland America - All staterooms (cabins), showrooms and most other indoor areas are designated nonsmoking.
While smoking is not permitted in staterooms, guests are allowed to smoke on stateroom verandahs. Smoking is also permitted on certain other designated, outside decks. The designated smoking areas for all ships are as follows unless otherwise noted.

• Casino (Active players only)
• Seaview Bar
• Outside Decks
Observation Deck (ms Prinsendam, ms Eurodam, ms Nieuw Amsterdam, ms Noordam, ms Oosterdam, ms Westerdam, and ms Zuiderdam only)
Cigar and pipe smoking is not allowed anywhere inside the ship; it is only permitted on the outside decks where smoking is otherwise allowed and on stateroom verandahs.
Electronic cigarettes are permitted in staterooms but not in other public areas of the ship other than on outside decks designated as smoking areas. Any guest who smokes inside staterooms in violation of our policy will be charged a US$250 cleaning fee per day of violation.
MSC- MCS states on their website "Smoking areas are generally fewer than non-smoking areas, but smoking is freely permitted in specified areas throughout the fleet (selected mainly on the basis of increased or modified air extraction)."
Smoking is not generally permitted in any food service areas (buffets and restaurants), medical centers, child-care areas, corridors or elevator foyers, areas where guests are assembled in groups for safety exercises, disembarkation or tour departures, public toilets, or in bars directly near areas where food is served.
Smoking in all staterooms is not allowed, and because of the specific and proven risk of fire, smoking on stateroom balconies are not permitted at any time.
Smoking is permitted in several bars on each ship, and on one side (indicated by signage) of the principal outdoor pool deck areas, where ashtrays are provided.
Guests are advised by the Cruise Director and in the Ship’s Daily Program to avoid throwing cigarette butts over the side of the ship, where they could be blown back on board and start a fire *Effective on the ship’s first sailing from North America on November 20th, smoking areas on MSC Divina will be limited to two general areas: the Cigar Lounge and port side of designated outside decks (away from all bars and food areas). The Black & White Lounge and the Top Sail Lounge, located in the prestigious and private MSC Yacht Club, will also become 100% non-smoking. In addition, smoking in the casino will be at the discretion of the casino manager for those guests on the player tracking system, taking into account the comfort of all guests.
Norwegian - Norwegian Cruise Line will institute changes to its smoking policy for all sailings on or after November 1, 2014. The specific changes prohibit smoking on stateroom balconies and limit smoking in the casino to players. On Norwegian Getaway and Norwegian Breakaway, smoking on The Waterfront will be permitted on the starboard side, except by the outdoor dining areas.
Guests in the Garden Villas may smoke in their private garden and on their private sun decks.
Public areas throughout all ships are smoke-free. If you smoke regular or electronic cigarettes, you can do so in designated areas only. If you prefer pipes or cigars, you can smoke in the Cigar Bar or designated smoking lounge. Smoking cigarettes, electronic cigarettes, cigars and pipes is permitted in outdoor public guest spaces and open decks where designated by the ship's management based on the ship's specific characteristics and arrangement. Smoking, including electronic cigarettes, is prohibited in or near venues serving food, the jogging track, outdoor sporting venues, The Haven outdoor areas and children's pool areas. On ships with The Waterfront, smoking is permitted on the starboard side excluding any food service areas. Active Casino players may smoke cigarettes in the Casino during gaming hours. Cigarette smoking is not permitted in any other indoor venue or location.
Guests are not permitted to smoke cigarettes, e-cigarettes, cigars or pipes in their staterooms or on their balconies. Cigar and pipe smoking in staterooms and on balconies is prohibited. Smoking inside your stateroom or on your balcony will result in a $250 cleaning charge added to your onboard account. If cigarette burns on furniture, linens, towels or carpeting are detected; guests will be advised and charged for the damages.
The Norwegian website further states "Electronic cigarettes cannot be used in public areas where there is a No Smoking policy in force; simply because these cigarettes look so realistic and therefore other guests' perception is that we are not enforcing the No Smoking rule."
Oceania - Designated Smoking Areas are available on Deck 9, the forward starboard corner of the Pool Deck, and Deck 10, in the aft, port corner of Horizons. These areas are comfortably furnished and conveniently located near food and beverage areas.
Smoking is expressly forbidden in all Staterooms and Suites, on verandas, or in any areas of the ship other than officially Designated Smoking Areas.
Smoking in a stateroom or suite represents a serious fire and safety hazard to all guests and staff. Guests chosing to disregard this policy will be disembarked at the next port of call and may also be subject to additional fees that will be imposed to cover the costs associated with any damage to and the required cleaning of furnishings, verandas and surrounding deck or accomodation areas.
All areas other than those specified as Designated Smoking Areas will remain smoke-free. This includes all guest suites and staterooms,verandas, restaurants, public areas, the Casino and all other areas of the ship. Cigar and Pipe smoking is only permitted on the forward starboard corner of the Pool Deck.
Princess - Princess has implemented the following smoking policy:
Designated Smoking Areas
Clearly marked “Designated Smoking Areas” are available onboard and include a sufficient number of ashtrays that are emptied regularly. Generally, these areas include cigar lounges, a section of the nightclub and casino, as well as a portion of the open decks. As a safety precaution, passengers are reminded to properly dispose of cigarettes, cigars and pipe tobacco, which are never to be thrown overboard as this may be sucked back into the ship and cause fires.
Stateroom Smoking Policy Update: For all voyages departing after January 15th, 2012, Princess Cruises will prohibit smoking in passenger staterooms and balconies. This policy change reflects the preferences of a vast majority of our passengers who value having their primary living space (both stateroom and balcony) smoke-free. As balconies are a hallmark of Princess Cruises, we believe it is important to keep this peaceful space clear of smoke. Violations to this policy will result in a $250 fine for each occurrence, which will be charged to the passenger’s stateroom account.Princess wsebsite further states: "Keeping with the global trend toward more restrictive smoking policies and honoring the wishes of our passengers, we feel this change will enhance our onboard experience and do more to help our passengers escape completely." The use of electronic cigarettes is allowed within the confines of the passenger's stateroom (balcony not included) and within designated smoking areas only.
Regent Seven Seas states on its website: "In light of continuing legislative changes in smoking policies around the world as well as the comfort, health and safety of our guests and crew, both in terms of the proven dangers of second hand smoke and the fire hazard that smoking presents, smoking is prohibited in all suites, staterooms and balconies fleet-wide."
In addition, cigarette, electronic cigarette or cigar smoking is not permitted in any enclosed dining areas, whether it be the ships' main dining rooms, the alternate dining venues or the outdoor dining areas. Electronic cigarette smoking is permitted throughout the ship with the exception of the dining areas mentioned above. Cigarette smoking is only permitted in designated areas of the outdoor pool area and the following public rooms:
Seven Seas Voyager: Connoisseur Club, Horizon Lounge (Outdoor one side designated area), Pool area (Designated area opposite side of the Pool Bar)
Seven Seas Mariner: Connoisseur Club, Horizon Lounge (Outdoor one side designated area), Pool area (Designated area opposite side of the Pool Bar)
Seven Seas Navigator: Connoisseur Club, Galileo's (Outdoor one side designated area), Pool area (Designated area opposite side of the Pool Bar)
Cigar Smoking is only permitted in the Connoisseur Club and the designated area on the opposite side of the Pool Bar.
Pipe smoking is only permitted in the Connoisseur Club. Pipe smoking in open deck areas is considered an extreme fire hazard and is not permitted.
Failure to comply with this ban will result in guests being asked to leave the ship at their expense, without refund or credit for the unused portion of their cruise.

Royal Caribbean - The Royal Caribbean website states: "For the comfort and enjoyment of our guests, our ships are designated as non-smoking; however, we recognize that some of our guests do smoke. Therefore, to provide an onboard environment that also satisfies smokers, we have designated certain areas of the ship as smoking areas."
Cigarette, cigar, e-cigarette and pipe smoking is permitted in designated outdoor areas of the starboard side of all ships; with the exception of Oasis-class ships that will allow smoking on the port side of the ships. To assist in locating areas where smoking is permitted, guests will find visible signage posted within all smoking areas and ashtrays that are provided for use. Outdoor areas near restricted areas, food venues, and kids play areas and pools will not allow smoking. On Oasis class, smoking is not permitted in Central Park or the Boardwalk neighborhoods.
Casino Royale allows smoking and has a designated area for non-smoking guests. There will be visible signage indicating the non-smoking area in the casino. There are select cruises departing from China that will not have a non-smoking area in the casino.
Onboard all interior public spaces are smoke free*. Smoking is not permitted in any dining venue, theater, bar, lounge, hallway, elevator, and jogging track.
Smoking is not permitted inside any stateroom and any stateroom balcony. This applies to all stateroom categories onboard. If a guest is in violation of this stateroom policy, a cleaning fee of $250 USD will be applied to their SeaPass® account and may be subject to further action pursuant to the "Consequences Section" of the Guest Conduct Policy.

Royal Caribbean updated the smoking policy September 2013 and the above policy is in enforcement on all ships with cruises departing on or after January 1, 2014.
*Mariner of the Seas and Voyager of the Seas offer one indoor smoking venue. Onboard Mariner of the Seas guest can smoke at the Connoisseur Club located on Deck 5. Onboard Voyager of the Seas guest can smoke at The Vault, nightclub, located on Deck 3.
**Cigar Bars on Royal Caribbean International are called the Connoisseur Club and are featured on the Freedom Class and Voyager Class ships.
Seabourn - Most public areas on board, as well as guest suites are smoke-free.
Cigarette smoking is permitted in the following areas:
On All Seabourn Ships: Smoking of electronic cigarettes is permitted in guest suites. Smoking of water-pipes, glass-pipes or other smoking devices is not permitted on board.
On Seabourn Spirit & Legend: Smoking is permitted on the private verandas of guest suites in Categories CS and OW (Smoking is not permitted on the balconies of B category suites).
Inside smoking of cigarettes is permitted in the port-side half of the forward observation lounge on Deck 8 after 8 PM.
Outside smoking of cigarettes, cigars and pipes is permitted on the starboard half of the Sky Bar on Deck 8, including the bar stools, except during luncheon and dinner service in that location. During those hours only, smoking is permitted on the aft section of Deck 8.
On Seabourn Odyssey, Sojourn & Quest: Inside smoking of cigarettes will be permitted in the port-side half of the Observation Bar on Deck 10 after 8 PM.
Outside smoking of cigarettes is permitted:
On the verandas of guest suites
On the starboard half of the Sky Bar on Deck 9 including the bar stools
On the starboard half of the open terrace aft of The Club on Deck 5
Outside smoking of cigarettes, pipes and cigars is permitted on the starboard side of the open terrace aft of Seabourn Square of Deck 7. This is the only area on board where pipe and cigar smoking is permitted.
Guests are asked to refrain from smoking pipes and cigars anywhere inside the ship, including in guest suites, on verandas and balconies. If you have any doubts about any area, please consult your onboard staff.
Any guest who smokes inside staterooms in violation of our policy will be charged a US$250 cleaning fee per day of violation.
Silversea - The Silversea states: "In consideration of evolving consumer trends, and to further promote a safe, comfortable and enjoyable environment for all Silversea guests, staff and crew, an updated smoking policy will go into effect for voyages departing after January 1, 2013."
Smoking is not allowed in most areas of Silversea ships, including:
Guest suites and guest suite verandas (including suites, staterooms, verandas and balconies on Silver Explorer)
The Bar (main bar)
Pool Bar (except at specifically designated tables)
Cigarette, cigar and pipe smoking is permitted in the following areas:
The Connoisseur’s Corner and in specifically designated outside areas. These areas include designated tables outside of the Panorama Lounge and the Pool Bar, as well as on open Decks 9 and 10 aboard Silver Spirit, Silver Whisper and Silver Shadow, open Deck 9 aboard Silver Cloud and Silver Wind, and open Deck 6 aboard Silver Explorer.
Cigarette smoking only is permitted outside La Terrazza.
Viking - All Viking ship interiors and staterooms are nonsmoking. Each ship has an outdoor smoking area.
Windstar - Smoking is not permitted in any of the staterooms, suites, or public spaces, including all restaurants and corridors. Smoking is permitted on the outside decks in designated smoking areas only.
